Description

Edenvale Young (then JYA Ltd) was invited by Powys County Council and appointed to undertake a Flood Consequence Assessment for three separate sites associated with the Smithfield Market in Welshpool. These sites were allocated in the proposed Unitary Development Plan for housing and bulky goods retail. In addition the FCA also includes a forth site adjacent to the Montgomery Canal which was allocated for mixed use.

 

The objective of the work was to prepare a Flood Consequence Assessment to inform the Planning Inspector of the flood risks to the sites. As a result of previous work undertaken by Edenvale Young the three sites on the Smithfield market site were known to be at risk of flooding.

 

However, flood alleviation measures proposed in the flooding project appraisal would protect the majority of the site from flooding. A number of scenarios were investigated using the ISIS-TUFLOW model of Welshpool including assessing flood depths and velocities across the site in accordance with the justification tests containined in TAN15..
